Raymond L. Franks
Raymond L. Franks is co-founder and President of Harbor Constructors, Inc., a commercial general contracting firm based out of Saint Petersburg, Florida. Mr. Franks has successfully completed commercial construction projects, both new and renovation, over the last twenty years in Florida, North Carolina, Michigan, Ohio, and Tennessee. Completed projects comprise over two million square feet of space with a total value in excess of three hundred million dollars.
Previous to Harbor Constructors Mr. Franks worked as a Division Manager and Project Manager for Ed Taylor Construction South based out of Tampa, Florida. Mr. Franks was responsible for client development, contract negotiation, estimating, scheduling, and management of project superintendents. While at Ed Taylor he managed multiple projects simultaneously, both in state and out of state.
In 2004 Mr. Franks worked as the senior project manager for the reconstruction efforts after Hurricane Charley for Sanibel Harbour Resort & Spa in Fort Myers, Florida. The resort was severely damaged and repairs included replacement of all glass sliding door systems in the rooms, structural repairs, and complete replacement of all finishes throughout the hotels, conference rooms and restaurants. The resort took advantage of the business closure during this time and elected to have multiple upgrade projects completed from their five year renovation plan. Mr. Franks was responsible for coordinating the efforts of over four hundred workers and numerous subcontractors during this project. The resort was successfully opened within six months after completing construction projects totaling twenty two million dollars.
Mr. Franks served in the United States Army from 1988 to 1992. During this time Mr. Franks was responsible for aircraft maintenance and inspection for what was the most advanced helicopter then in U.S. military service. Mr. Franks coordinated multiple deployments overseas including service in Saudi Arabia and Iraq during Operation Desert Storm.
Areas of expertise include new construction and/or renovation of hotels, restaurants, retail, banking, grocery, class A offices, schools, data facilities, churches, and industrial projects. Mr. Franks has experience working with insurers and owners on multiple claim projects resulting from storm damages.
Mr. Franks attended the University of Georgia. He holds a current Certified General Contractors License in the State of Florida and is a LEED Accredited Professional.
He currently resides with his wife and two children in Valrico, Florida.
